The assignment has dual objectives; firstly to test whether smartphones can speed up the execution and significantly reduce the cost of large nationwide surveys, and secondly, to establish a baseline for sanitation and rural water supply indicators at individual household level as well as school and health facilities in Tanzania.

Following the completion of the randomization exercise of villages, it has been determined that all 159 districts of Tanzania Mainland will be visited. Out of these 159 districts, 4039 villages and 40,390 households will be visited. Besides about 4039 water points, schools and health facilities will as well be part of the survey.

The consultant is responsible for designing a sampling plan for sampling villages and households, developing field procedure and quality assurance plan. Also, the consultant is responsible for translating data collection instruments, recruiting and training data collectors and supervisors, managing data collection, and handling all logistics related to the assignment
