The development objective of this technical assistance (TA) is to support to the GoT to rationalize the different existing sanitation monitoring systems to improve the reliability and validity of sanitation data. This supports the government’s aim to improve investment decisions needed to achieve the MKUKUTA II sanitation objectives. A strengthened sanitation monitoring system is the intermediate outcome that this TA seeks to achieve. The key outputs expected from this TA are:

a) harmonized sanitation monitoring tools

b) a rationalized sanitation monitoring system

c) monitoring system user guides

d) benchmarking and rewards system demonstrated.

Improved GoT decision making in allocating sanitation resources:

By strengthening the sanitation monitoring system, this TA intends to improve the quality of sanitation and hygiene data on which the GoT bases allocation of sanitation resources decisions to meet its MKUKUTA and MDG commitments. The MoHSW under the GoT is leading initiatives to meet MKUKUTA and MDG commitments with the Global Sanitation Fund (GSF) and Water Basket Fund.

Funds allocation is based on targets and unit cost: The water sector basket funding is allocated to the National Sanitation Campaign based on agreed targets and unit costs. 10 USD is allocated to improve a single household. With a weak monitoring system, more funding may be allocated to districts with high coverage of improved latrines and vice versa. This TA aims at supporting the government to avoid such misallocations of funds.
